Raid Al Mutairi honored with the Friendship Award of Liaoning Province

Raid Al Mutairi, the joint venture manager of Huajin Aramco Petrochemical Company Limited (“HAPCO” or the “JV”), has recently been honored with the Friendship Award of Liaoning Province, for his outstanding contributions to the region’s economic development, international exchanges, and technological innovation. 

Established by the provincial government in 2003, the award represents Liaoning’s highest distinction for foreign experts, acknowledging their role in supporting long term regional growth and encouraging deeper cooperation.

The recognition underscores not only Raid’s personal contribution but also serves as an official endorsement of the strategic value of HAPCO. It reinforces the JV’s long‑term prospects by strengthening policy support, enhancing government–enterprise collaboration, elevating corporate reputation and deepening regional integration.

Aramco Asia President Saleh Al Zaid sent his congratulation by saying, “We are extremely proud of this achievement. The award demonstrates the value of our long-standing partnership in Liaoning and recognizes the professionalism and dedication our teams have brought to every project. We will continue to work closely with our partners in China, support high-quality development, enhance technological cooperation and contribute to sustainable, mutually beneficial growth in the region.” 

Raid played a vital role in the successful establishment and development of HAPCO, advancing Aramco’s efforts to finalize definitive agreements with North Huajin in March 2023, followed by the successful closing of the transaction in two months.

Upon relocating to China as the JV manager and HAPCO supervisor in September 2023, he took on responsibility for relationship management, post transaction integration, and board and shareholder affairs. He has supported a wide range of strategic initiatives, including the launch of HAPCO Innovation and Talents Institute in Tianjin, and the facilitation of extensive knowledge sharing programs.

Throughout the process, Raid has contributed to supporting HAPCO’s efforts to align its operations with applicable Chinese and international standards. His efforts have been instrumental in resolving complex challenges, strengthening corporate foundations, facilitating critical decision making, and making progress toward building a world class refining and petrochemical complex that contributes to the revitalization of Liaoning’s economy.

At a ceremony on March 9, when receiving the medal and certificate from HAPCO management, Raid noted, “It is a tremendous honor for me to receive the award. This recognition reflects not only my personal efforts, but also the dedication of the entire HAPCO and the strong support we have consistently received from our partners and the local government, and most importantly the support I had from my team in Aramco and the confidence entrusted in me by management. I remain fully committed to advancing project excellence, strengthening cooperation and contributing to the long-term success of our joint venture operations in Liaoning.” 

The award stands as a testament for international collaboration in driving regional progress. For HAPCO and its partners, it reinforces a shared value to high quality development, innovation driven growth, and long-term success in Liaoning and beyond.
